Does it work if you open directly the draw9patch.jar program from the "lib" folder ?
if not, try re-installing Java from here : http://www.java.com/en/download/inc/win ... de_xpi.jsp, and then reboot your computer before trying again

That's CRAZY... well you can make a skin without this tool, just have a look at the google's documentation on 9 patch, and then apply the rules directly one your picture editor
Basically, you just have to add a 1 pixel transparent line all around your picture, and paint in black the areas which should expand. Look at any .9.png file one the themes around here, you should understand quickly
